Allow Height Copy

As a user it would be nice to copy the height of some terrain and then modify existing terrain to match the copied height.

This would be nice to allow a user to single click an existing height to copy and then using the brush to raise or lower terrain to the copied height level.

I have something like this planned - although I imagined it as a system for creating prefabs. Think it should contain more than just height (but also diffuse, ssmf, features, etc.)

Don't have a model of this fully figured out though... but I understand the feature request
