This is a sister PR to SpongePowered/Sponge#2455Adds Pillager Outpost to Features and BigMushroomConfig
World gen impl will be handed in a different PR much later when the implementation starts.
Currently this PR just removes FeatureConfigs which don't exist anymore and adds the Pillager Outpost to Features.
This PR will add missing features which were added in the near future and specify some detail about each feature config.Also I've noticed one of my past PRs had tabs in the classes so I nuked those.
