Any efsw contributors mind to take bazel build into consideration of next steps. Then we can use it in bazel workspace.

I make simple implemetation about this issue in this PR : #147

@SpartanJ Could u take a look, give me some comments.
If all of issues reloved,perphas we can merge it to main branch.
