[idea] Use Uniswap v3 TWAP

Summary

I guess this package is not used atm, since it was built for the original uni v1, but reviving it using the uniswap v3 TWAP would be amazing.

Furthermore, it could also have a solidity singleton which can be used on-chain, that exposes a simple API over the uni v3 TWAP. It could check the USDC/USDT/ETH pairs of a specific token and return results from the one with the most volume.
