[Feature Request] compliance.sovereignit.cloud should offer a `healthz` endpoint

A simple endpoint that will return 200 if the compliance monitor works OK and a proper http status code with message if it does not work properly

Looking at monitor.py the healthz endpoint should make sure the configured database is reachable.
