EMMC: Resolved failure during downgrade from HS400ES to HS

Downgrade HS400ES to HS mode by following below sequence to
avoid command response failure during EXD_CSD read.

HS400ES --> switch card to HS400 --> clear ES (HOST) -->
witch host to HS400 --> switch card to HS --> set clock to
HS --> switch card to 8bit SDR (disable RS and DDR) --> read
exd_csd using CMD8

Merge Marvell SDK11.24.03 full release into patch pile

They went out of when the individual patches on top of 2020.10-rc4
failed applying cleanly ... ... ... :(

Change local version to SDK10.23.01
