refactor: begun modernizing the chiya codebase

- replaced poetry with uv
- replaced black and flake8 with ruff
- replaced pyyaml_env with tomllib
- updated dataset, discord.py, loguru, mysqlclient, requests, sqlalchemy-utils
- removed CONTRIBUTING because it's out of date
- added pydantic configuration validation, which also adds attribute based accessing of config values
- replaced discord.Intents config values with discord.Intents.All()
- removed unused imports
- linted (some?) python files
- removed staff ping when vip opens ticket because who cares lol
- merged all the old config.channels.xxxx.xxxx categories into just config.channels.xxx
- merged config.channels.joyboard to config.joyboard
- removed starboard.py because it hasn't been used in a long time
- removed reddit.py because it hasn't been used in a long time
- removed utf8mb4_unicode_ci collation query because we're going to switch over to sqlalchemy+sqlite here soon
