Death's Torment inconsistently applies to Inescapable Torment

Death's Torment when working normally always nerfs the damage done and extension of Inescapable Torment. Sometimes, particularly in multi-target you can see this is not happening.

In the above log you can see that the first hit of inescapable torment does full damage to both targets, 964 and 965. The echo hits of Shadow Word: Death then come in and you can see only Training Dummy 2 gets the nerfed value, but not Training Dummy 1.
