My styles are not reflecting on actual mobile device but reflects on google inspect tool

Hi, I'm pretty much a newbie on theme development. I used the Debut theme for our store but wanted to customize it to match the branding. However when I viewed it on the actual device, seems like it's not fetching the stylesheet.
