[BUG] Bypass Duplicate Message Check won't turn off.

Current Behavior

Even when I turn off 'Bypass Duplicate Message Check' I still keep getting banned from chats for 'Unauthorized unicode detected'

Expected Behavior

Please just kill this 'feature' altogether.

Steps To Reproduce

Type the same message twice in any big channel and you get clapped by aecrobot despite turning the feature off.
