[bug] MOE is broken with triton 3.2.0, 3.3.0 and 3.3.1

🐞 Describe the Bug

The base image update in #295 broke dropless MOE. test_mixtral_match_meg and test_dropless_mlp both fail with high diff and/or illegal memory access.

Looks like a regression in triton, possibly the one fixed in triton-lang/triton#7177, as output_sparse_matmul_kernel behaves differently in the new image. Reverting to triton <=3.2.0 removes the bug.

Actually 3.2.0 breaks test_triton_sparse_map,so we need to revert further.
