CONTRIBUTING.md does not have instructions for CLA

The last paragraph of the first section states that the "appropriate CLA" section will include "instructions for how to sign and return it."
I do not see those instructions anywhere on the page, nor did a search find anything.

The i_CLA section does have a "dangling" "Manage your Agreements" that might be the placeholder for such instructions?
