FEATURE: Disable auto-upgrading integrations that are apart of an agent policy

Certain integration upgrades can include breaking changes and require manually updating configuration / policies. It is not clear how we can differentiate between a non-breaking change and a breaking change without access to all different data sources.

By default we should skip over upgrading any integration that is apart of a custom fleet policy.
