Test coverage threshold - Backend

Description

Set a coverage threshold of 80% for the unit/int tests in the backend.
https://jestjs.io/docs/configuration#coveragethreshold-object.

Make sure this is done as a workflow step.

Acceptance criteria

This is just adding more tests.
Implementation should be unchanged, so this can skip testing.
