- Account for the Governor's late-quorum vote extension in the delegation script's minimum-expiration bound (and its test mirror), so positions cannot expire before a late-quorum-extended proposal's last legitimate execution time - Extract LoggedScript, sharing the isLogging/disableLogging/_log infrastructure previously duplicated across all six script bases - Extract ProposeFranchiserBase, sharing the validation common to the delegation and recall proposal scripts (governance wiring, delegatee list, proposer threshold) - Correct AGENTS.md's overstated "zero source diff" claims about the franchiser-expiry fork, and reflect the new script structure and late-quorum term in AGENTS.md and README
