Release v2.2.0 #3193
Description
We're planning to get Iris v2.2.0 released by the end of this week. For specifics of what's included in this release, see the associated milestone. Note that most of the work is already done, so the milestone is nearly empty (hurrah!).

- Announce on mailing-list
- Close the v2.2.0 milestone
- Create the v2.2.x maintenance branch (@dkillick – Maintenance branch for v2.2 #3209)
