Description

This PR follows-up on #186 by pinning to an explicit stable release version for the gh-action pypi-publish.

@ocefpaf Once this is merged, did you want to run the action manually or should I pin a new patch release to trigger the action?

Let's do a patch (or post?) release to see if everything is working.
