Re-enable certification.md tutorial when SymbolicAnalysis.jl supports Symbolics 7

Summary

The docs/src/tutorials/_disabled/certification.md tutorial is currently disabled because SymbolicAnalysis.jl doesn't support Symbolics 7 yet.

What needs to happen

1. Wait for SymbolicAnalysis.jl to add Symbolics 7 support
2. Remove the @meta Draft = true block from the top of the file
3. Move the file from docs/src/tutorials/_disabled/ back to docs/src/tutorials/
4. Uncomment the entry in docs/pages.jl
