1350 Implement RSV model

• Implement RSV model from https://doi.org/10.1016/S0025-5564(01)00066-9.
• Model is ODE based compartmental model.
• Add python bindings for better integration into fitting tools

I did not review the python bindings as I have never worked with them before. Can you ask somebody else for a review on that?

The C++ code looks fine for me now and I would approve it, but I haven't reviewed the Python code.
