feat(admin-web): add provider performance ranking page

Admin Web, Proposed new page, Provider performance (docs/OPEN-FIXES-FEATURES.csv):
no data existed to judge or rank providers, and the assignment picker only
offered pincode-match/jobs-today, not enough to choose fairly between
providers.

Backend:
- ProviderManagementService.ListPerformanceAsync + GET
  /api/v1/admin/providers/performance (paginated, sortable, default 30-day
  window): offers received, acceptance rate, average response time,
  completion rate, average rating per provider. Loads the full provider set
  and computes/sorts/paginates in memory (mirrors ListHealthIssuesAsync's own
  precedent) since ranking by a computed column needs the whole set before
  paging.
- GetPerformanceAsync (existing single-provider endpoint) grew the same
  rate/response-time/rating fields, all-time.
- Cancellations is intentionally NOT computed: BookingProviderAssignmentStatus
  has no state for "provider accepted, then backed out" distinct from a
  plain decline (Rejected) or a booking-side cancellation (Withdrawn) -
  fabricating one from either would misattribute or double-count, so it is
  omitted with the reasoning left in ProviderPerformanceSummaryResponse's doc
  comment.
- Average response time IS computable: BookingProviderAssignment already
  tracks AssignedAt/RespondedAt.
- Stretch goal done: EligibleProviderResponse (the assignment picker's own
  candidate list) grew acceptanceRatePercent/averageRating, display-only per
  PROVIDER.md OPEN DECISIONS #4/#3 - both existing picker call sites
  (booking detail, unassigned-at-risk queue) show them inline in the native
  <select> option text.

Frontend: new /providers/performance page (table, sortable columns, 7/30/90
day window selector), added as a tab alongside the existing provider
directory via a new ProvidersTabs component (mirrors CatalogTabs/
ServiceabilityTabs).

Tests: Identity.Tests - extends ProviderPerformanceServiceTests, adds
ProviderPerformanceListServiceTests (window filter, null-last sorting,
pagination). Fixed two other tests' provider-management service
construction for the new IReviewRepository dependency.
