Applied strict_types to the callback in internal function args

Taking advantage of the fact that execute_data->opline is 0x0 when executing the internal function, in that case the information of prev_execute_data one more before is used to determine strict_types.

All internal functions that require callback as an argument are affected.

Test code:

declare(internal_strict_types=1);

on a per-file basis to preserve backwards-compatibility?

• I think most code actually using strict_types=1 is built with the assumption that internal functions use strict too, so it's entirely possible that the backwards-compatibility issue is so small that we can get away with just inheriting the normal strict_types though
