Improve SciML Code Coverage

Improve the code coverage of tests in the Scientific Machine Learning module

Description

Added more unit tests to cover all methods of the layers in scientific machine learning module. Also added integration tests to cover the deterministic and Bayes-by-backprop Trainer.

Motivation and Context

Code coverage on this module was below the threshold required by SonarCloud, this PR addresses the issue.
