Adds device-level InputActivation configuration with GND and VCC modes.

Adds protocol field bit 12 and an 8-byte configuration structure (bit 11 is left for ThermalProtection).
Stores selected mode in user JSON.
Stores supported modes in device properties.
Adds validation, serialization, merge and removal handling.


          Add "input activation" device config.
