Add LTE_ALT1250_ENABLE_HIBERNATION_MODE to enable LTE hibernation mode.
Add internal function to stop any LTE/Socket request from application. Before enterting hibernation mode, system need to stop API request.
Add internal function to get number of opened sockets for ckecking condition to enter hibernation mode.
Add internal function to check for LTE APIs being processed by Daemon.
Add lte_set_context_save_cb to set callback function to save ALT125o daemon context for LTE hibaernation mode.
Add internal function to get and set ALT1250 daemon context for support LTE hibernation mode.
Add internal function to reply response for driver request.
Support to get modem power status and to set retry mode for LTE hibernation mode.
Support API Stop request from modem driver to check enability to entering hibernation mode.
Support suspend request from modem friver to entering LTE hibernation mode.
Add API to resume LTE function from LTE hibernation mode.
Update code comments for notice datail information.
