NA test result from manually processed COVID lab msg leads SORMAS to propose the case be classified as Confirmed - COVID - External Messages - Pathogen test

Bug Description

When processing a lab msg in the message directory that features a negative (NA) test result for COVID (e.g. Paul Meyer), upon saving, SORMAS prompts the user to designate the case as a confirmed case with a message identifying the result as positive despite it being negative

Reproduction Steps

1. log in to lu qa
2. go to external msg directory
3. process COVID case that has a negative (NA) test result
4. save case
5. msg pops up to designate it as a confirmed case
   ...
