GDPR warning text showing up behind activity box making it not readable until activity is complete

Bug Description

This is happening anywhere with a GDPR warning, but in this specific example i logged in as nat user (and superveillance supervisor) and when i created a new task and went to type in comments the gdpr warning shows behind

Reproduction Steps

1. login as nat user on qa
2. navigate to task directory
3. create new task
4. enter comment in comment box
5. gdpr warning pops up behind current activity (creating new task)
   ...

Expected Behavior

All text fields w GDPR warning need to show up on top of current activity
