Ingest 2MASS script and Names cleanup.

This PR cleans up some things in the Names table and adds a script for adding 2MASS designations and photometry.

• deleted some Names entries with blank other_names
• removed a special character from a source
• script will add 914 2MASS designations, 1789 J mags, 1778 H mags, and 1751 K mags.

In utils:

• improvements to ingest_photometry function to handle null mag uncertainties
• new function find_in_simbad

I've already made a separate branch with the modified JSON files and new tests.
