Importing data exported from SEED with labels -- add those labels back automatically

This is feedback from a call with the City of Richmond VA

If data is exported from SEED with labels, it would be nice if, when it is imported back into SEED with the label field also imported, that the labels in the imported file could be applied to the imported records automatically, if they are not already associated with the records (if the imports match to existing records).
