Revise the BuildingSync upload to ignore meter data and/or allow meters to be ignored from analyses

When performing an analysis such as EUI, all of the meter data for the given period of time is included in the calculation. However, if meter data is included in Audit Template (AT) and imported via BuildingSync or AT API then this data gets assigned to its own meter(s). This means that utility data is double counted in this scenario.

Either give the user an option to exclude certain meters from analyses or the option to exclude meter data from BulidingSync files.

Seems like we should exclude the meters if they are already in SEED. I would say that if it is in SEED, then the import from buildingsync should not pass through. If this is an AT file, then the meter data would be from the same source as SEED's ESPM import.
