Reports: Scatter plot doesn't work for non-numeric fields for the Y axis

Describe the bug

In Reports, if you try to use a non-numeric field for the Y axis, the scatter plots don't display

Expected Behavior

Scatter plots should display

Actual Behavior

Plotting X=Site EUI, Y = Property Type, no scatter plot
