Add mtls section to ingest from cf

This is the proposal for adding a mtls section for cups to the external documentation.
Every step described is tested and validated.

Jq fast section also added.
full inline command is maybe to involved here, and might lead to people not saving their credentials.
its easy to just put all 2-3 commands in a bash script by themselves, so the current explanation is fine imo.
