Closes #1232.

As agreed there, this makes F the XPF symbol and keeps the others as alternates: "symbol": "F", "alternate_symbols": ["F CFP", "XPF", "₣"].

F is how amounts are written in New Caledonia, French Polynesia and Wallis and Futuna: the banknotes read "F 1 000", and the issuing bank (IEOM) writes "F CFP". ₣ (U+20A3) is the sign of the old French franc and isn't used for the CFP franc, which is why it moves to the alternates rather than staying the default. Sources are in #1232.

bin/rspec passes (502 examples, 0 failures). CHANGELOG has a line under Unreleased, and I added myself to AUTHORS as CONTRIBUTING.md asks.

Might as well make sure the name uses the correct capitalization.
