chore: release v0.1.3 with MIT license, metadata fixes, and PyPI release

- Added MIT License file
- Updated `pyproject.toml` to v0.1.3 and added project URLs (Homepage, Repository, Bug Tracker)
- Fixed PyPI upload issues by pinning build-system setuptools to `<75.0` and using PEP 621 license format
- Added PyPI version badge and author attribution to `README.md`
- Added `_myinfo_.md` to `.gitignore`
