Text boxes in Roo Settings are not scrollable

What happened?

While the newest update made the panel itself scrollable, the text boxes are still unable to be scrolled using the mouse wheel if they overflow and the user has to scroll.

Actually just now I'm unable to scroll anywhere else like I was before the prior patch, I don't know why. Something about the previous patch for the scrolling must still be having issues as the previous behavior where its unscrollable is back across all settings panels.
