[IMPROVE] cutting out a fragment of the message (use it on quote)

Description:

in the Rocket.Chat version 3.1.1. there is possibility to qutoe the whole message (or copy link to the message) and use it in the other discussion, but some times the one message has a lot of text. Only a small fraction of this message is relevant to quote, so please add possibility to quote parts and use it in the next discussion (includes link to the original message).

Steps to reproduce:

1. Open new channel or discussion
2. Try to use quote other message in the NEW discussion

Expected behavior:

Add possibility to quote parts and use it in the next discussion (includes link to the original message)

1. marking the essential part
2. COPY essential part by :

• CTRL+C
  or
• click on the right side "quote part" button - as you can see on the screen there could be a new action button

3. PASTE essential part in the other discussion/message by :

• CTRL+V

Quoting a fragment in the message is done well in Skype. It is really useful if the user posts a multiple line message and every part of the message requires separate answer.
