This pull request adds the publication/last update date to all articles. This will give readers a better sense of how current and reliable the information in the article is. It will also give contributors the opportunity to update older articles.

directory had the date the file was last edited (according to git) added to their header-Instructions were also added to
template.md
to ensure that all future articles have a date included when published
