[BUG]: Humble build fails due to missing dependency

Issue Description

The Humble Docker build fails when attempting to install the rosdeps for ros_gz.

Steps to Reproduce

The failed build can be observed here

Expected Behavior

The build is able to retrieve all rosdeps successfully.

ros_gz_bridge: Cannot locate rosdep definition for [rosidl_pycommon]

The reason for this bug is that rosidl_pycommon was not introduced until ROS 2 Iron. The Humble build does not include or support this package (see here). The way that this should be handled is to split the build into separate release branches. The respective Humble branch should be updated to import the correct release branch of ros_gz. This will also ensure future compatibility

I removed support for the source stage here #52. Going to close this for now until I need to integrate that stage back in.

Alright this bug has re-emerged now that I am adding stages back in. I'll resolve this once I finished the fixes for #120
