What does this PR do?

Fixes #2827

Moves the CLN builder stage in docker/cln/Dockerfile from debian:bullseye-slim (end of life; its security packages now 404) to debian:bookworm-slim. That matches the Debian release of the final elementsproject/lightningd:v25.09.3 image. CLN (v25.09.3) and holdinvoice (v4.0.0) versions are unchanged.

Tested on Apple Silicon: the cln image builds, and the holdinvoice plugin compiles and is copied into the final image. I haven't exercised hold invoices against this build.

Checklist before merging

  • Install pre-commit and initialize it: pip install pre-commit, then pre-commit install. Pre-commit installs git hooks that automatically check the codebase. If pre-commit fails when you commit your changes, please fix the problems it points out.

Debian 11 (bullseye) LTS ended in August 2026 and its security
packages are no longer served from deb.debian.org, so apt-get install
in the CLN builder stage fails with 404s and the cln image in the dev
docker-compose cannot be built.

The builder only compiles the holdinvoice plugin, which is copied into
elementsproject/lightningd:v25.09.3. That image is already based on
bookworm (glibc 2.36), so building on bookworm also matches the
runtime. CLN and holdinvoice versions are unchanged.
