A crate for Game Boy emulation

Above, robin_gb is emulating 16 games simultaneously as part of the smoke test. There's lots of work on accuracy and rendering still to do but simple games like Tetris run well.

Current development focus is on building comprehensive test harnesses in CI to enable TDD.
