Enable backend's memory growth option for GPU ( mimic TF_FORCE_GPU_ALLOW_GROWTH )

In some cases, it is desirable for the backends to only grow the GPU memory usage as is needed by the process ( Example RedisAI sharing the GPU memory with other process, etc... ).
