Reject btn needs realignment

Issue Description

1.Currently the reject button for taskrequest is rendered as small button aligned to the right in big screen and
2. In the centre in small screen.
3. Need reject button to be enlarged in small screen.
4. Hide reject btn for users who can not use it and
5. Hide reject btn when it can not be used.
6. Hide approve button for the users who can not use it.
7. Hide approve button when it can not be used.
