show todo only on poc dashboard when it is assigned to a team

Description

• show the todo only on the poc's dashboard when it is assigned to a team.
• if you're part of the team to which the todo is assigned, you will be able to see it by going to the teams todo page.

Current behaviour

• when a todo is assigned to a team and I am part of the team where I am not poc, it's also visible on my dashboard.
