Make Damage Amplifier have different particle effect when being carried by Special Weapons character #1021

Damage Amplifier particle effect looks nice when it's stationary. However when Special Weapons character moves with an active Damage Amplifier it looks like 10 fps stutter.
The suggestion is to have a separate effect for stationary and moving Damage Amplifier.

Currently it is necessary to use rd_simple_beacons 1 to be able to see through the stuttering-moving Damage Amplifier.
