OK, this PR broke npm ci. Not sure why debendabot would send us a PR that leaves package-lock.json in a state inconsistent with package.json, but

1. That's bad, and
2. It's also bad that our CI did not actually catch this prior to this PR being approved. This seems to be because it does an npm install instead of npm ci.

I am inclined to roll back this PR and have dependabot try again, but I'm going to address the latter problem first.
