Narrate empty statement input as "end <parent block label>

When an empty statement input in a C-shaped block is focused, it is currently narrated as "Begin , connection". Instead, it should be read out as "End , connection".

If feasible, it would be ideal to show the focus indicator on the bottom notch in the C-shaped block when a statement input is empty as well.
