Trashcan flyout is not repositioned when device is rotated

Describe the bug
The trashcan flyout can become misaligned (a gap between the flyout and the right edge of the workspace) when the flyout is opened and an iOS device is rotated.

To Reproduce

1. Go to https://google.github.io/blockly/tests/multi_playground.html on an iPad
2. Open the trashcan flyout
3. Rotate the iPad
4. Observe that the trashcan flyout is misaligned.

Expected behavior
Trashcan flyout should continue to be aligned to the right edge of the workspace.

Possibly related, zooming the window on a desktop browser also does not adjust the bounds of the trashcan flyout, causing it to become unanchored from the workspace edge or become obscured.

According to Beka, in the desktop browser case the trashcan used to just close when the page was zoomed.
