Exporting Date Fields - Hours are doubled causing Excel to interpret dates incorrectly

In one example, the date in the UI is presenting as 2019/03/06 16:23 EST
When exporting the data, the file contains the following for the date: 2019/03/06 1616:23 64

The hour (16) is doubled causing excel to add 1600 hours, or 66 days to this date. I discovered this today because I included Last Updated Date and had future dates.
