Update Rails, Pg, Ruby 2.4.0, Migration, Database.yml

Would you guys want this repo to be updated with these?

Rails 5.1.2,
pg 0.20.0,
use Ruby 2.4.0,
update migration to [4.2],
update database.yml to use pg

Thanks for the offer. We need to keep the SQLite database as it is easier as a baseline. And the Rails 5.1.2 update will require more extensive work as forms change to use form_with plus many changes to other files.
