Update to new sysroots with root cert. (pixie-io#906)

Summary: Update sysroots to new revision that includes a root cert chain
from the `ca-certificates` package.
See pixie-io#905 for the sysroot changes.

Type of change: /kind cleanup

Test Plan: Ran `skaffold run -f skaffold/skaffold_vizier.yaml -p
x86_64_sysroot` and saw that there were no longer errors in Kelvin from
the otel export.
