python 3.7 pipeline fails due to uv

Seems to be related to the package manager uv.
Currently, all python 3.7 pipelines fail with the command pip install --upgrade pip, see error message below.

Seems to be an issue with python 3.7 and [UV](pip install --upgrade pip)
